Introduction / Objective

Pradhan Mantri Kisan Samman Nidhi (PMKISAN) Yojana was launched on 24th February 2019 by Hon’ble Prime Minister of India in Gorakhpur, UP.

The PMKISAN Scheme provides income support to small and marginal farmers having cultivable land. Eligible farmers receive Rs. 6000.00 annually in three equal installments quarterly directly credited in to the farmers Aadhar linked Bank Account (DBT).

Clear and updated land record in the name of the beneficiary

Only Land holding farmers are eligible and land should be in their name only.

Farmers Registration is mandatory to receive benefits under the scheme.

Introduction / Objective

PMFBY is the flagship crop insurance scheme of the Govt. of India, designed to provide financial support to farmers in case of crop loss due to natural calamities, pests, or diseases. Notified crops for Kharif Season are Jute, Sali Paddy and Black Gram and for Rabi Season Boro paddy, Mustard, Potato, Sugarcane and Maize. The scheme helps stabilize farmers’ income, promotes risk coverage, and supports sustainable agriculture.

Key Features

  • Affordable Premiums: 2% (Kharif), 1.5% (Rabi), Farmer share only Rs. 100/- up to 1.00 Ha. Premium increases above one Ha Crop area.
  • Govt. Support: Balance premium shared by Centre & State
  • Comprehensive Coverage: From sowing to post-harvest losses
  • Prevented Sowing: Indemnity up to 25% of Sum Insured-
  • Direct Benefit Transfer: Claims credited directly to farmers’ bank accounts

All farmers (loanee & non-loanee) cultivating notified crops in notified areas- Compulsory for loanee farmers with Crop Loan/KCC- Eligible for owners, tenants, sharecroppers, lessee farmers- Enrollment must be done before sowing/within notified timelines

Farmers can apply through CSC, Banks, Agriculture Offices, or online (www.pmfby.gov.in)- Premium for loanee farmers auto-deducted by banks- Non-loanee farmers must submit required documents during enrollment

Objectives

Krishi Mapper is a GIS-based IT platform (Web & Mobile App) designed for mapping agricultural land and assets. • Digitally captures farmer details, land boundaries, crop information, and project assets. • Enables farmers, FPCs/FPOs, and officials to track project implementation in real-time. • Strengthens transparency, monitoring, and accountability in centrally and state-sponsored schemes.

Platforms & Scope

Developed to support land, crop, and asset mapping under NFSM, NMEO, RAD, RKVY, and other schemes. Facilitates transparent data collection, digital geo-tagging, and evidence-based governance.

NFSM Integration

The NFSM dashboard captures key metrics such as demonstrations conducted, farmer participation, and mapped field polygons, ensuring accurate monitoring of food security interventions.

RKVY Integration

Under RKVY, geo-tagging of assets and Field Level Demonstrations (FLDs) through Krishi Mapper is mandatory, enabling real-time and transparent tracking of scheme activities and asset creation.

Overview

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is a Centrally Sponsored Scheme launched in 2015 with the vision of “Har Khet Ko Pani” and “More Crop per Drop.” It aims to enhance agricultural productivity by ensuring efficient water use through expansion of cultivable area under assured irrigation, improving on-farm water use efficiency, and promoting water conservation technologies.

Objectives

  • Extend irrigation coverage to every farm (“Har Khet Ko Pani”).
  • Improve on-farm water use efficiency to reduce wastage.
  • Promote precision irrigation and water-saving technologies.
  • Encourage sustainable water management practices including rainwater harvesting.
  • Converge investments in irrigation at the field level for integrated development.

Eligibility

  • All categories of farmers are eligible.
  • Priority is given to small and marginal farmers, SC/ST, and women farmers.
  • FPOs, SHGs, and Cooperatives are also eligible under certain components.
  • Beneficiaries should own cultivable land or have lease rights (as per state norms).

  • Online application facility may also be provided through State Agriculture Department portals.

Two days Farmer–Scientist Interaction

 

Date & Venue: 📅 4the and 5th September 2025, 📍 Cluster Hall, DAO Office, Morigaon, Assam

Objective: To establish a direct, solution-oriented interface between farmers and agricultural scientists that accelerates on-farm adoption of climate-smart practices. The interaction focused on practical, high-impact interventions for Sali paddy (IPM and soil health), diversification opportunities (commercial duck rearing), and high-value perennial crops (scientific coconut cultivation) to build resilience and enhance farm profitability.

Programme Highlights:

  • Participants: 60 ATMA beneficiaries along with officials from the District Agriculture Office, KVK Morigaon, and the Sericulture, Veterinary, Fishery Department.

Outcomes & Next Steps:

  • Strong farmer commitment to adopt IPM and reduce chemical pesticide dependency.

Empowering Farmers through Collective Seed Value Chain Development
The Journey of Poohar Farmer Producer Company Ltd., Morigaon District

Introduction

Poohar FPC, registered in Morigaon district, is a shining example of how unity and collective action can transform agriculture. With a vision to strengthen the seed value chain and create sustainable income opportunities, Poohar has emerged as a role model for farmer empowerment in Assam. It also demonstrates effective convergence between government schemes, extension agencies, and smallholder farmer organizations.

Background Challenges

Before Poohar’s intervention, farmers faced multiple hurdles:

  • Poor-quality seeds leading to low yields.
  • Dependence on seeds from outside the state, often unsuitable for local conditions.
  • Exploitation by middlemen and lack of reliable markets.
  • No access to seed processing facilities.
  • Low seed replacement rates and limited varietal diversity.
  • Weak climate preparedness.

These constraints made farming less profitable and highly uncertain.

The Journey

  • Formation: Initiated in 2015 under NABARD Producer Fund; formally registered as a company in 2019.
  • Capacity Building: Farmers trained by AAU, IRRI, APART, ATMA, and KVK on seed production and mechanization.
  • Membership: Over 1,000 farmers from 21 villages, including women and youth.
  • Leadership: Led by young and educated directors like Mr. Sosidananda Bordoloi, Mr. Tilen Nath, and Mr. Ranjan Borthakur.

Key Achievements

  • Produced 118 MT of certified paddy seed (Bina Dhan-11, Ranjit Sub-1, Swarna Sub-1, Bahadur Sub-1, etc.) and supplied to AAU-KVKs under APART Project.
  • Produced over 500 MT of certified seeds of improved and climate-resilient paddy varieties in the last 3 years.
  • Established a 2 MT/hr capacity seed processing plant under APART Project.
  • Launched its own seed brand “POOHAR” in 2024.
  • Set up a Custom Hiring Centre (CHC) to promote mechanization and provide rental services of modern farm machinery to marginal farmers.
  • Operated a Common Service Centre (CSC) to provide member farmers with access to digital services and government schemes.
  • Achieved a turnover of ₹72 lakhs in 2024–25.
  • Conducted extensive capacity-building programmes on seed production and good cropping practices.
  • Ensured active participation of 38% women in farming and leadership roles.
