Department at a glance

            Department of Handloom & Textiles is inevitably linked with Assamese tradition and heritage. It involves not only in development of traditional Assamese design but also helps in augmentation of rural economy. Our district has numerous handloom pockets with high efficiency and promising market value. Our department provides proper guidance and equipment to enhance their quality and also helps in expose of the products at National and International market through various Expo, Hatkargha Mela and Cultural tourism.

Mission & Vision

             Our mission is to enhance the quality of traditional Assamese dresses incorporating with trending designs and also to diversify the handloom product following the market trend like for the use of home furnishing such as cushion cover, curtains etc with a vision of women empowerment and socio-economic development of the weavers.

Wings of Our Department

The Directorate of Handloom & Textiles is running 102 Handloom Training Centres (HTC) throughout the State, particularly in rural areas to impart training for creating artisans and upgrading skills on handloom weaving designing and dyeing etc. The course duration of these centres is one year with intake capacity of 15 to 20 trainees per Training Centre per session.

           Our District has 4 Handloom Training Centre –

                     1. Handloom Training Centre, Ouguri       (intake capacity 20)
                     2. Handloom Training Centre, Kapahera   (intake capacity 15)
                     3. Handloom Training Centre, Charaibahi (intake capacity 15)
                     4. Handloom Training Centre ,Nellie         (intake capacity 15)

The Diretorate of Handloom & Textiles, Assam has been operating 98 Nos. of Weavers Extension Service Units (WESU) throughout the State of Assam. Objective of the program is to enable the weavers to weave clothes in their looms at home. The weavers are supplied with yarns from the Units along with technical assistance as and when necessary from the technical staff available in these centers. On return of woven fabrics the weavers receive wages as per approved rate of the Department.

                      2.WESU, Morigaon (opposite to Morigaon college)
                      3.Sub-WESU, Charaibahi

Ongoing Schemes & Project -

a.Swanirbhar Naari 

To empower the indigenous weavers of the state and to provide financial support to the weaver families, the Government of Assam is implementing a flagship Scheme “SWANIRBHAR NAARI” through the Directorate of Handloom & Textiles, Assam. Under the Scheme, traditional hand-woven items are to be procured directly from the indigenous weavers through the dedicated “Swanirbhar Naari” (swanibharnaari.assam.gov.in) portal without involving any mediator. Beneficiary weavers to be registered through the “Swanirbhar Naari” (swanibharnaari.assam.gov.in) portal. Any weaver producing the benchmarked items is to apply in the portal. The registration of the weavers will be accepted subject to physical field verification of the weavers by the Departmental officials.

In last season of procurement, (from 1st March to to 30th April), total 20,561 pcs of Gamocha Rs. 43,78,100/ has been procured from 155 no. of weavers & 2 no. of Entrepreneur of our district. In Morigaon district total registered weaver is 15,250   in Swanirbhar Naari portal. 

b.SAMARTH Programme

 It is a batch wise training programme with 30 trainee on each batch for the weavers on weaving, dying and Jacquard implemented by Directorate of Handloom & Textiles.

     Currently two batch of jacquard training are going on in our district at following places-

                a.Pub Borbhogoia B.K.S.S Ltd (30 trainee)

                b. Nellie Handloom training Centre (30 trainee)  

     c.Small Cluster Development Programme (SCDP)

        It is a Project from Ministry of Textiles (GOI), implemented by Directorate of Handloom & Textiles to provide financial support for Construction of workshed , supply of looms and its accessory and Jacquard to the weavers in a particular cluster.

       Currently One such SCDP in going on in Mayong Block (Nellie area) where 40 No. of workshed has been constructed by the beneficiary and verified by departmental officials. Along with this, 76 no. of Looms with its accessories, 14 Jacquard and 2 Warping Drum has been installed at beneficiary’s own house till date as per NHDC guideline.

Welfare Scheme for Weavers   

  • Weavers Mudra Schemes

                              Subsidized loan at concessional interest rate of 6% for a period of 3 years to handloom organizations, subject to interest subvention capped upto 7% by GOI.

                            Margin money assistance @20% of loan amount subject to maximum of Rs. 25000/ to individual weaver, and @20% of loan amount subject to maximum of Rs. 20.00 lakh (margin money @Rs     2.00 lakh for every 100 weavers /workers) to the Handloom organization.

                            Credit guarantee fee to handloom organization for a period of 3 years.

  • Pradhan Mantri Suraksha Bima Yojana (PMSBY) 

          One year accidental insurance cover on death or disability to handloom weavers/workers in the age of 18-70 years.

                  Risk Coverage-   Accidental Death        - Rs. 2.00 Lakh

                              Permanent Total Disability        - Rs. 2.00 Lakh

                              Permanent Partial Disability      - Rs. 1.00 Lakh

  The entire annual premium of Rs. 20.00 will be borne by the GOI.

  • Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY)

One year (1st June to 31st May) life insurance cover of Rs 2.00 Lakh in Handloom weavers/workers in the age group of 18-50 years for the death due to any reason.

                                                         State Govt/Beneficiaries share    Rs 238.00

                                                         Total Premium                             Rs. 436.00

  • Scholarship to Children of Handloom Weavers/Workers

Scholarship of Rs. 2.00 Lakh per child per annum up to 2 Children studying in 3-4 years Diploma/Under Graduate/Post  Graduate courses of Central/State.

 

Departmental Events on 2026

                                 1. Celebration of Republic day at 26th January is to remembrance of India’s adoption of Constitution. Morigaon District celebrates this red letter day centrally at Tarunram Phukan Field from 9 am onwards by Hoisting our National Flag.

                             Our Departmental officials also joined this event and showcased our variety of Handloom Products at departmental Pavilion.

                           This year Republic day celebration was in a grand style under CDC Jagiroad. Performance of tableau was the most significant part of the event showcasing our history, heritage and achievement. 

          Concept for tableau of Department of Handloom & Textiles in this year was “My Handloom My Pride”.

    2.  Distribution of Fly Shuttle loom under the flagship scheme of Assam government, Swanirbhar Naari , was conducted successfully among 71 beneficiary at ADHT, Morigaon on 03/02/2026. Benchmark of this distribution was active participation in Gamosha Procurement at ADHT, Morigaon under Swanirbhar Naari Scheme. Mrs Anamika Tewari ,ACS, DC Morigaon and Mrs Anushuya Sharma, ACS,ADC, Morigaon were the chief guest of the event. Both the Keynote speakers encouraged the weavers for professionalism and to improve their weaving skills following the market trend. ‘Handloom and Handicraft can also be a better choice of livelihood’ was the main intention of their speech. Successful distribution program of 71 Steel framed fly shuttle loom was attended by around 80 weavers along with Departmental Officials of ADHT,Morigaon

                   3. An awareness programme on Handloom Mark, Geographical Indication (GI), and the Handloom Reservation Act, 1985 (RAP) was organised on 09/02/2026 at Pobitora Haat, Morigaon by the Office of the Assistant Director, Handloom and Textiles Department, Morigaon, sponsored by the Office of the Development Commissioner for Handlooms, Government of India.

The programme was inaugurated by Smti Anushuya Sharma, ACS, Additional Deputy Commissioner, Morigaon, by lighting of the ceremonial diya. In her inaugural address, she emphasized the importance of professionalism among weavers and encouraged them to apply for the Handloom Mark for authentication and branding of genuine handloom products. 

The District Project Manager (DPM), ASRLM spoke on various schemes and benefits available under their department aimed at the upliftment and socio-economic development of weavers. Smti Sujita Kalita, EO, also shared valuable insights and practical suggestions for the growth and development of the weaving community.

Eminent resource persons including Smti Rita Devi, Chief Textile Officer, Directorate of Handloom and Textiles, Guwahati, and Sri Chandan Bora, Inspector, Kamrup Metro, delivered detailed presentations on Handloom Mark, India Handloom Brand (IHB), and the provisions of the Handloom Reservation Act, 1985, highlighting the importance of protecting handloom products from imitation and misuse.

The programme was initiated with a welcome address and objective briefing by Smti Praneeta Baruah, Assistant Director, Handloom and Textiles, Morigaon, who explained the significance of the awareness programme for safeguarding the interests of weavers and promoting authentic handloom products.

Around 200 participants, including weavers, entrepreneurs, departmental staff, and other stakeholders, took part in the programme. Also ceremonial distribution of Handloom Mark Registration Certificates were done to few of the weavers. The event commenced with the rendition of Jatiya Sangeet and concluded with the National Anthem.
