Overview

The District Transport Office (DTO), Morigaon functions under the Commissionerate of Transport, Government of Assam, and is responsible for implementing the provisions of the Motor Vehicles Act, 1988 and Motor Vehicles Rules, 1989 at the district level.

The District Transport Officer (DTO) is the Secretary of the Regional Transport Authority (RTA), Morigaon, and plays a vital role in the regulation, management, and development of transport-related affairs in the district. With administrative and statutory powers vested under the law, the DTO oversees various services, enforcement activities, and public facilitation related to motor vehicles and road transport.

District Transport Officer (DTO) plays a pivotal role in the implementation of the Motor Vehicles Act, 1988, and the Motor Vehicles Rules, 1989, particularly under Chapter II (Licensing of Drivers of Motor Vehicles) and Chapter III (Registration of Motor Vehicles).

The DTO is solely responsible for:

  • Granting various types of driving licences and conductor licences.

  • Issuing trade licences to motor vehicle dealers and authorised workshops.

  • Assigning registration marks to newly registered vehicles.

  • Collecting vehicle taxes, fees, and charges as mandated under the Motor Vehicles Act and Rules.

As the Secretary of the Regional Transport Authority, the DTO also processes and approves road permits for different categories of transport and commercial vehicles, and handles their renewals.

To ensure smooth and efficient functioning, the DTO is supported by a team comprising Motor Vehicle Inspectors (MVIs), Enforcement Inspectors, and clerical staff. Together, they manage the day-to-day operations of the office and public services.

In addition, the DTO is legally empowered to prosecute offenders under the Motor Vehicles Act, 1988, ensuring road safety compliance and enforcement of traffic regulations within the district.
