  1. Overview:

                        The Fisheries Department, Morigaon plays a pivotal role in harnessing the rich aquatic resources of the district for sustainable development, livelihood generation and nutritional security. Morigaon district, endowed with a vast network of rivers, wetlands, ponds, tanks and beels, has long been recognized as one of Assam’s most promising areas for inland fisheries and aquaculture. The department works relentlessly to translate this natural potential into tangible benefits for the local population through scientific fish farming practices, resource management and effective implementation of government schemes.

                       Our mission is to promote an eco-friendly, inclusive and commercially viable fisheries sector by integrating traditional wisdom with modern technology. We aim to empower fish farmers, entrepreneurs, women self-help groups and cooperative societies by providing them with technical guidance, quality fish seed and feed support, training in best management practices and access to financial assistance under various State and Central schemes, including the Pradhan Mantri Matsya Sampada Yojana (PMMSY).

                        In addition to increasing fish production, the department prioritizes conservation of native fish species, sustainable management of open water fisheries and optimal utilization of beel fisheries in collaboration with local fishing communities. Special focus is given to developing hatchery infrastructure, expanding seed production and encouraging integrated farming systems that enhance farmers’ income.

                      By organizing regular training programs, awareness campaigns, and exposure visits, the District Fisheries Department strives to build capacity at the grassroots level, ensuring that even small-scale fishers can benefit from emerging opportunities in aquaculture. Our work extends beyond production to include market linkages, value addition, and support for fish-based micro-enterprises, thereby strengthening the fisheries value chain in Morigaon.

                        Through a combination of resource management, technology adoption, and stakeholder participation, the District Fisheries Department, Morigaon remains committed to transforming the district into a model hub for sustainable fisheries in Assam, contributing to both the State’s blue economy and the socio-economic well-being of its people.

                        Vision: Maximize sustainable production from fisheries sector for nutritional security and economic prosperity.

                        Mission: Facilitating long-term overall development through increased production and productivity of fish and other aquaculture commodities, integrated approach for infrastructure development, extension services and market linkages; creating opportunities for employment generation; adaption and promotion of innovative and frontline technologies; conservation and judicious exploration of fish and fishery of resources, preservation of genetic resource base and development activities with eco-friendly approaches.

  2. Ongoing Schemes (2024-25)

    a. Pradhan Mantri Matshya Sampada Yojana (PMMSY) : Under PMMSY two key activities were undertaken: New Seed Rearing Pond with a physical target of 8 hectares covering 43 beneficiaries and Livelihood Support with a target of 1,500 beneficiaries.

    b. State Own Priority Development (SOPD) Scheme: SOPD activity involved providing fish culture inputs in existing ponds covering 3 hectares for 20 beneficiaries.

    c. Rural Infrastructure Development Fund (RIDF-XXIX): Under RIDF XXIX, the Fisheries Entrepreneurship Development in Assam through pond aquaculture covered 10 hectares for 10 beneficiaries

    d. Kisan Credit Card: Short term loan to be provided on a maximum limit of Rs. 2.00 Lakhs to farmers involved in animal husbandry and fisheries but not possessing and KCC. Whereas, for the existing KCC holders the credit limit is Rs. 3.00 Lakhs including animal husbandry and fisheries activities. Interest subvention is available for animal husbandry and fisheries farmers @2% per annum at the time of disbursal of loan and additional interest subvention @3% per annum in case of prompt repayment as Prompt Repayment Incentive. Thus, making the credit available at a very subsidized rate of 4% per annum.(Documents required: Application form, 2 Passport sized photographs, Aadhar card, PAN card, Voter ID, Land Documents, Bank Passbook)

    e. Group Accident Insurance Scheme (GAIS) : All men & women within the age limit 18 to 70 years attached with Fishery Activities for Livelihood support will be covered under GAIS. 

    Benefits:

    • Insurance benefit of Rs. 5,00,000/- for accidental death or permanent total disability.

    • Insurance benefit of Rs. 2,50,000/- for permanent partial disability.

    • Insurance benefit of Rs. 25,000/- in case of hospitalization due to accident.

    • 100% if insurance premium borne by the Union & State Government sharing.

    • Insured person need not pay premium for insurance.

                      Honorable Governor of Assam, Shri Lakshman Prasad Acharya sir visited a Fishery project named Medium Ornamental Unit under PMMSY 2021-22 on 8th January 2026 at Jagiroad.
